Section 41 — Laying of rules and certain notifications

What this section requires

Every rule made, and every notification issued under Sections 16 or 42, must be laid before both Houses of Parliament as soon as possible, for a total of 30 days across one or more sessions. If both Houses agree to modify or annul it before the following session ends, it takes effect only in the modified form, or ceases to have effect — without affecting anything already validly done under it beforehand.

Who it applies to

The Central Government, in its obligation to place rules and certain notifications before Parliament — a legislative-oversight mechanism, not a Data Fiduciary duty.

Checklist

  • Not applicable — parliamentary-laying procedure has no fiduciary-facing checklist. It is, however, worth knowing that a Rule you're complying with could in principle still be modified or annulled by Parliament during this window, though anything you did under it before that point remains valid.
